Presidential advisor Emmanuel Vertilaire announced on his X account the publication of the decree establishing the National Agency for Higher Education and Scientific Research (ANESRS) in the newspaper Le Moniteur (Special No 72 of December 30, 2025).
Adopted by the Council of Ministers on December 18, 2025, this decision marks a major step in the modernization and structuring of the higher education and scientific research system in Haiti.
According to the statement from presidential advisor Emmanuel Vertilaire, the creation of ANESRS addresses a strategic objective: to strengthen governance, regulation, and quality assurance in the country's universities and scientific institutions, while stimulating knowledge production and the transfer of research results to the productive and strategic sectors of the national economy.
A Renewed and Structuring Institutional Framework
The published decree lists the appointed members to constitute the Council for Higher Education and Scientific Research, the agency's governing body:
- Doctor Emmanuel dit Hérold TOUSSAINT, President, chosen by the Executive Power;
- Doctor Jean Fenol METELLUS, Vice-President, designated by CORPUHA;
- Doctor Jacques ABRAHAM, High Commissioner, appointed by the Minister of Education;
- Doctor Jean Judson JOSEPH, Secretary General;
- Doctor Evens EMMANUEL, member designated by scientific associations;
- Doctor Ketty BALTHAZARD-ACCOU, member designated by employer associations;
- Doctor Serge Philippe PIERRE, member chosen by the Executive Power.
The plurality of appointments among state representatives, academic associations, and employer associations illustrates a commitment to inclusive governance, ensuring that the agency's decisions reflect both academic needs and national socio-economic challenges.
