Haiti – Public Finances: Over 36 Billion Gourdes Mobilized for the 2024-2025 Public Investment Program

PORT-AU-PRINCE.— The revised Public Investment Program (PIP) for April 2025, managed by the Ministry of Planning and External Cooperation (MPCE), includes 231 projects funded by Public Treasury funds for a total amount of 36.02 billion gourdes. This is indicated in the latest MPCE monitoring report covering the period from October 1, 2024, to September 19, 2025. The report reveals that the MPCE received 204 Project Identity and Operation Forms (FIOP) during the period under review. However, over 70% of these files had to be returned to the submitting institutions to correct irregularities detected during the initial analysis. Furthermore, 77 incomplete disbursement request files were processed without leading to a fund request or payment authorization. Acknowledgments of receipt were sent to the institutions concerned, inviting them to complete their documents, particularly those related to accountability. 188 projects validated, nearly 32 billion gourdes mobilized Following this rigorous process, 188 FIOPs were validated, and 173 of them were transmitted to the Ministry of Economy and Finance (MEF) to support fund requests or payment authorizations for 162 projects. This step allowed for the mobilization of a budget of 31.98 billion gourdes, representing nearly 89% of the total amount planned under the revised PIP. A demanding and inter-institutional process The MPCE reminds that the transmission of FIOPs to the MEF is only one phase of the disbursement process, which requires the submission of a series of complementary administrative and financial documents. These include: contracts approved by the Superior Court of Accounts and Administrative Disputes (CSCCA), procurement plans validated by the National Commission for Public Procurement (CNMP), as well as invoices, proformas, and supporting documents. The ministry emphasizes that the success of the disbursement process relies on close cooperation between the sectoral ministries, the MPCE, and the MEF, particularly regarding the timely submission of technical documents and accountability. Indeed, the MPCE report highlights improved administrative discipline in PIP management and calls on public institutions to strengthen their internal capacities to ensure transparency and efficiency in the execution of investment expenditures.
