The Transitional Presidential Council held a Council of Ministers meeting this Thursday, December 18, 2025, at the Villa d’Accueil. Several draft decrees and orders were adopted, concerning the restructuring of key ministries, security, customs, social protection, freedom of expression, and Haitian diplomacy.
The Transitional Presidential Council continues to multiply initiatives to reorganize public administration and attempt to address the country's institutional and security challenges. During the session on December 18, 2025, discussions primarily focused on the security situation before the adoption of important government decisions.
Among the adopted measures, several institutional reforms were validated to redefine the organization and functioning of three strategic ministries: the Ministry of Haitians Living Abroad (MHAVE), the Ministry for the Status of Women and Women's Rights (MCFDF), and the Ministry of Youth, Sports, and Civic Action (MJSAC). These texts aim to clarify their missions, strengthen their administrative structure, and improve their effectiveness.
The Council also approved a draft decree related to the General Customs Administration (AGD), an institution essential for mobilizing public resources and controlling commercial exchanges. This reform is expected to contribute to modernizing procedures, combating irregularities, and strengthening the state's financial governance.
Still within the framework of strengthening public capacities, a digital mechanism named « IKAT » was validated to manage the entry and exit of travelers. This digital card aims to modernize border management and provide better monitoring of migratory movements.
Furthermore, a draft decree governing the exercise of freedom of expression and the fight against defamation was adopted. This text aims to establish a balance between press freedom and responsibility, in a context marked by the rise of media and expression platforms.
On the educational and scientific front, the government approved the appointment of members to the Council of Higher Education and Scientific Research, a crucial body for guiding the country's university policy.
Two other important orders concern the validation of strategic documents: the National Strategy to Combat Human Trafficking and the Food and Nutritional Security Crisis Preparedness Plan. These decisions reflect the authorities' desire to better structure the national response to persistent social and humanitarian challenges.
Finally, the Council of Ministers made two diplomatic appointments: Jean Josué Pierre becomes Ambassador, Permanent Representative of Haiti to the Organization of American States, while Jean Robert Pillard is appointed Ambassador Extraordinary and Plenipotentiary to South Africa.
Through this series of measures, the transitional authorities intend to demonstrate their commitment to modernizing the administrative apparatus, strengthening institutions, and repositioning Haiti on the international stage, in a context still marked by strong public expectations.
