Journalist Dénel SAINTON Asks OPC to Intervene for Unpaid Administrative Employees of the Haitian National Police

By Gesly Sinvilier On June 4, 2025, Dénel SAINTON, a journalist and engaged citizen, addressed a formal request to Me Jean Wilner Morin, the citizen protector, for urgent intervention on behalf of the administrative employees of the Haitian National Police (PNH), who have not received their salaries for 39 months. In a context of widespread crisis in Haiti, this situation, described as « scandalous and inhumane » by the journalist, plunges these workers into absolute and unsustainable precarity. « This failure of the State to fulfill its obligations constitutes a flagrant violation of their fundamental rights and jeopardizes their dignity, as well as that of their families. Some are falling into debt, others are sinking into depression, » reads the correspondence. In this regard, Dénel SAINTON requests from the Citizen Protector:

1. The opening of an in-depth investigation into the causes of this massive payment delay;
2. Urgent mediation with the competent authorities (the General Directorate of the Haitian National Police, the Ministry of Economy and Finance, and the Prime Minister's Office) with a view to the immediate regularization of arrears;
3. Rigorous follow-up to prevent such failures in the future.

Through this act of civic responsibility, Dénel SAINTON wishes to alert public opinion and reiterate that the State must imperatively respect its commitments to its agents. Gesly Sinvilier
