The Bureau for the Monetization of Development Aid Programs (BMPAD) conducted a strategic mission in the Northern department from February 23 to March 1, 2026, to evaluate several sites intended for significant public infrastructure reconstruction, development, and modernization works.
Composed of engineers, architects, and communication specialists, the delegation continued its activities despite heavy rains recorded during the first days of the mission, demonstrating the institution's commitment to accelerating the implementation of structuring projects in the Greater North.
Duty (Acul-du-Nord): A New Public Space in Prospect
On February 26, 2026, the BMPAD team visited Duty, in the commune of Acul-du-Nord, to analyze the main intersection redevelopment project. The initiative plans for the construction of a modern public square for community, cultural, and civic activities, as well as the rehabilitation of the existing mini-kiosk to offer a space better suited to the needs of the population.
In the third communal section of Mornet, Grison Gade locality, technicians also evaluated a site for a new bridge. This infrastructure aims to improve road traffic, enhance accessibility, and facilitate economic exchanges in the area.
Cap-Haïtien: Towards Modern Police Infrastructure
On February 28, the mission continued in Cap-Haïtien with a visit to the UDMO base of the Haitian National Police (PNH), located in the old building known as the « Cercle des enrôlés », formerly reserved for senior army officers for recreational activities.
Currently in an advanced state of disrepair, the building is expected to be demolished to make way for a modern, functional, and secure police infrastructure, adapted to current public safety requirements. The delegation also inspected Arsenal Park, located opposite the police base, with a view to its future rehabilitation and development.
Projects Part of a Broader Institutional Vision
These interventions are part of a protocol signed in August 2025 between the Ministry of Justice and Public Security, through the General Directorate of the PNH, and BMPAD, acting as delegated project owner for the construction and rehabilitation of police infrastructure in the Northern, Northeastern, and Northwestern departments.
Concurrently, another protocol concluded with the Ministry of Public Health and Population (MSPP) also entrusts BMPAD with the mission of constructing and rehabilitating several hospitals and health centers in the Greater North.
