In a statement published on June 5, 2025, the Haitian Chancellery acknowledges the decision by the Donald Trump administration restricting the entry of foreign nationals from 12 countries, including the Republic of Haiti, into its territory. The MAEC states it is aware that this measure will have major consequences on the lives of Haitians both abroad and domestically and announces that steps are underway to find a solution.
“The Ministry of Foreign Affairs and Worship acknowledges the decree by the Government of the United States of America, dated June 4, 2025, restricting the entry of foreign nationals from 12 countries, including the Republic of Haiti, into its territory,” the MAEC wrote in a statement. It indicates that this decision comes at a time when the Haitian Government is striving, with the assistance of its international partners, to combat insecurity and strengthen border security.
While taking into account a migration policy adopted in the exercise of a foreign government's sovereign rights, the MAEC draws attention to the danger that armed gangs, recently designated as terrorist groups, pose to Haiti's external relations.
Stating its commitment to finding a solution to the country's problems, the MAEC provides details on the exceptions contained in the American government's decree. It notes that this measure comes into effect on June 9, 2025, and prohibits the entry of Haitian nationals, with the following exceptions:
- Legal permanent residents;
- Holders of valid visas issued before the decision's effective date;
- Diplomats and representatives of international organizations;
- Specific humanitarian cases, particularly children adopted by American citizens.
In light of the “Los Angeles Declaration on Migration and Protection,” adopted during the 9th Summit of the Americas held in the United States of America in June 2022, the MAEC intends to continue dialogue and cooperation with the American government on security and migration policy.
