The
Steering Committee of the National Conference officially submitted, on
Wednesday, May 21, 2025, the
preliminary draft of the new Constitution to the
Presidential Transitional Council (CPT) during a solemn ceremony at the Villa d'Accueil.
Presented by former Prime Minister Enex Jean-Charles, this document is the result of consultations conducted with the Nation's vital forces.
⚖️ A Symbolic and Political Turning Point
The submission of this preliminary draft marks a significant step in Haiti's political transition process. It reflects the efforts made to guide the Nation towards a future of stability, institutional legitimacy, and sustainable progress.
📜 Content and Proposed Reforms
Among the major reforms proposed in the preliminary draft are:
- The reduction in the number of ministers and parliamentarians for more effective governance.
- The strengthening of the role of youth and women in public service.
- Mechanisms aimed at ensuring better political representation and strengthening citizens' fundamental rights.
These proposals aim to modernize Haitian institutions and establish a solid rule of law.
🧭 Next Steps and Challenges
The CPT has expressed its commitment to work tirelessly towards achieving priority objectives: the refoundation of the State, the restoration of citizen trust, and the consolidation of an inclusive democratic order.
However, tensions persist between the Steering Committee and the Presidency regarding the organization of the constitutional referendum. Members of the Committee have emphasized that organizing the referendum is not within their purview, highlighting a lack of coordination between the various bodies involved in this process.
🔍 Critical Analysis
Although the submission of the preliminary draft is a notable advance, it raises questions about the legitimacy of the process. Some observers criticize the lack of democratic representativeness of the entities involved and the lack of transparency in the document's elaboration.
In conclusion, while the preliminary draft Constitution represents an opportunity for institutional refoundation, its success will depend on the ability of political actors to establish inclusive dialogue and ensure the active participation of the population in the validation process.
