PORT-AU-PRINCE.— The Haitian National Police (HNP) published an official message this Saturday, relayed on social media, to warn internally displaced persons against the invitation by the criminal coalition Viv Ansanm, led by Jimmy Chérizier, alias Barbecue.
In its communication, the police institution strongly advises residents of destabilized neighborhoods against returning to their homes, despite promises of withdrawal made by gangs. The HNP reminds that these areas remain under the threat of violent criminal acts, including assassinations, sexual assaults, looting, vandalism, and arson.
A Strategy of Manipulation
According to the HNP, Viv Ansanm's call constitutes a maneuver aimed at using displaced persons as human shields, which would compromise law enforcement operations and expose the population to new attacks. « Popilasyon an pa t manje pwa, li pa p bay lapire », the police warned, insisting that no lasting peace can result from a deal with criminals.
«Les loups ne pactisent pas avec les moutons», hinted the HNP Press and Public Relations Department, recalling that in the past, gangs had issued calls for return when promises of non-retaliation were empty words.
In Carrefour-Feuilles, as in Canaan, calls for return were motivated by a thirst for innocent blood and the desire to once again loot the belongings of residents who repeatedly try to overcome the deadly challenges posed by terrorists.
Return Will Occur Under State Protection with Legal Proceedings
Authorities assure that the return of displaced persons will only take place with the support of the government and security forces, once conditions are met. The HNP speaks of a nearing « day of restoration », guaranteeing a gradual and secure reintegration.
The police also reminded that those responsible for Viv Ansanm are subject to arrest warrants and are actively sought by the Haitian justice system as well as by American authorities. It urges the population not to be swayed by illusory promises and to exercise patience while the State re-establishes order.
The Consequences of Hasty Returns Will Be Disastrous
This warning comes after the broadcast of a video by « Barbecue » calling on residents of Solino, Delmas 30, Christ-Roi, and Nazon to return to their homes, promising a withdrawal of gangs.
Following this call, many displaced persons rushed to these neighborhoods, only to discover a landscape of desolation. A bitter former resident confided, and we saw it on social media: «Tout a été volé, même les portes», expressing his despair at the impossibility of rebuilding under such conditions.
By reiterating its warning, the HNP emphasizes that only the State holds the legitimacy and capacity to organize a safe and lasting return. This message to citizens appeals to reason to prevent gang manipulation from worsening an already critical situation.
