Open Letter to the Central Directorate of Judicial Police (DCPJ) Cc: Mr. Normil Rameau, Director General of the Haitian National Police

Port-au-Prince, July 23, 2025 Gentlemen, We hereby wish to express our deep concern regarding the arrest of Dr. Isaac Archellus and nurse anesthetist Joachim Nerline, both executives of the Hôpital Immaculée Conception (HIC) in Port-de-Paix, as part of the anti-drug operation conducted on July 14 on Tortuga Island. According to several consistent testimonies, these two health professionals were apprehended without a formal warrant or consultation with the Port-de-Paix public prosecutor's office, in flagrant violation of judicial procedure. The forced transfer to Port-au-Prince, without prior notification to local authorities, not only caused unrest in the medical community but also led to the temporary closure of HIC, depriving hundreds of citizens of vital access to care. Furthermore, the trafficker involved in this operation, of Bahamian nationality, is a repeat offender already apprehended abroad for drug trafficking. His suspicious death after being hospitalized requires an independent and transparent autopsy to dispel any doubt about the circumstances surrounding his death. We call on the DCPJ and the PNH to act in strict compliance with human rights and current laws. The arbitrary detention of medical executives risks further eroding trust between public institutions and the population. In this regard, we demand:

1. The immediate release of Dr. Isaac and nurse Joachim, unless there is legal proof of their involvement.
2. The secure reopening of the Hôpital Immaculée Conception, in the interest of public health.
3. The opening of an independent judicial inquiry including an autopsy, identification of responsibilities, and clarification of alleged links between certain networks and officials.
4. A clear report from the BLTS, accompanied by a public statement to ensure transparency.

This case once again illustrates the excesses of a disorganized judicial system, where excessive decisions compromise social stability and public health. It is imperative that Haitian justice regains its rigor, neutrality, and humanity. While awaiting a strong, civic, and just action, we remain mobilized. Jean Rodlet Jean Baptiste
