The Draft Constitution: A Response to Multiple Criteria of Instability, According to Former Prime Minister Jean Michel Lapin

Since its submission to the presidential council by the steering committee of the national conference on the draft constitution, the document has sparked numerous debates in the country's political and academic circles. While for some this text is a source of instability, for others, this project provides answers to many structural and governance problems. In a text published this week, Jean Michel Lapin, the former head of government under the presidency of Jovenel Moïse, states that this draft constitution provides answers to multiple criteria of instability. To support this, he notes:
the assumption of responsibility for preschool and kindergarten education by the State and local authorities; the proposal for the creation of departmental administrative leadership; the proposal for the harmonization of all elective mandates to 5 years, thus regularizing the electoral cycle; the proposal for the re-election of the President of the Republic, granting the latter time to implement his political or development vision; the proposal for the appointment of the Prime Minister and ministers; the proposal for the administrative accountability of the President of the Republic; the proposal for the discharge process; the proposal for the independence of the ULCC; the proposal for the decentralization of the national budget. These are, among others, constitutional proposals, according to the former Prime Minister, that could «pave the way for the reconstruction of the nation-state, based on the ideals of liberty, equality, and fraternity».
