The oil sector on the verge of total paralysis due to insecurity, APPE warns The Association of Petroleum and Energy Professionals (APPE) draws the government's attention to the major risks currently weighing on the oil logistics chain in Haiti. In a letter addressed to Prime Minister Alix Didier Fils-Aimé, on Monday, May 12, 2025, APPE notes that the sector is on the verge of total paralysis due to persistent insecurity and the control of the country's main roads by gangs. “The current situation has reached a critical point,” writes APPE President Randolph Rameau, who specifies that distribution activities are now severely challenged by insecurity and daily pressures. Professionals in this sector are concerned about the evolving climate of insecurity in the country, marked by recurrent blockages of transport routes, direct threats targeting drivers and fuel transporters, as well as the constant endangerment of equipment and goods.
APPE admits that its operational capacities are now almost exhausted. Given this major risk weighing on the oil chain, the Association of Petroleum and Energy Professionals (APPE) therefore calls for an urgent meeting with the authorities to discuss immediate measures to be adopted to ensure the security of oil operations. “Without rapid state intervention to guarantee minimal security conditions, the oil industry risks no longer being able to carry out its activities in the very near future,” APPE warns. Among the signatories of the correspondence are the general managers of CAPINVEST, DINASA, BANDARI HAITI, KIMAZOU ENERGIE, and DNC companies.
